Implementation of Shared Waste Management Services
PUBLIC NOTICE is hereby given to the residents and property owners of the municipalities of L’Isle-aux-Allumettes, Chichester, and Sheenboro that the municipalities are continuing the implementation of a collaborative Shared Services Initiative aimed at improving the sustainability, efficiency, and reliability of municipal services throughout the Upper Pontiac region.
As part of the first phase of implementation, the municipalities are proceeding with the establishment of a shared waste transfer site service model, with a planned implementation date of July 1, 2026, subject to the adoption of the required Intermunicipal Agreement and any necessary approvals.
As part of the transition process:
- The Municipality of Sheenboro has already closed its municipal transfer site;
- The Municipality of Chichester is currently planning its final regular day of operation for June 27, 2026; and
- The participating municipal councils are expected to formally consider the proposed Intermunicipal Agreement during their respective June 2026 council meetings.
Residents are advised that additional information regarding:
- Transfer site operations;
- Accepted materials;
- Applicable fees;
- Hours of operation;
- Recycling and waste management requirements;
- Operational procedures; and
- Transition arrangements
will be made available through the municipalities’ official websites, public notices, and other communication channels.
Current garbage, recycling, and organics collection services will continue in accordance with municipal collection schedules and applicable municipal by-laws. Residents are strongly encouraged to make full use of existing collection services where available. Municipalities also encourage residents to maximize waste diversion efforts and reduce non-essential trips to transfer sites whenever possible.
The objective of the project is to harmonize municipal tools, procedures, and operations among the participating municipalities and to promote the sharing of certain municipal services, including:
- Public Works Services;
- Waste Management Services; and
- Municipal Administrative Services.
The initiative also aims to:
- Improve administrative efficiency;
- Promote professionalization and staff specialization;
- Improve service coordination and operational reliability; and
- Enhance the quality, accessibility, and long-term sustainability of municipal services for residents.
The municipalities also wish to inform residents that the broader Shared Services Initiative will include an independent third-party study examining the benefits, challenges, and potential impacts of a possible municipal amalgamation.
The municipalities wish to clearly emphasize that undertaking this study does not mean that a municipal amalgamation has been decided. The purpose of the study is solely to provide objective information that may assist municipal councils in future decision-making processes.
Any future decision regarding municipal structure, governance, or service organization would remain subject to formal review and approval by each participating municipal council and would be communicated publicly in advance.
The municipalities remain committed to maintaining a transparent and coordinated process throughout the implementation of this initiative and thank residents for their patience, cooperation, and understanding during this transition period.
