L’Isle-aux-Allumettes Applauds Provincial Housing Initiative and Welcomes 24-Unit Affordable Housing Project

L’Isle-aux-Allumettes, September 2nd, 2025 – The Municipality of L’Isle-aux-Allumettes is pleased to recognize the Government of Quebec’s announcement regarding the accelerated construction of prefabricated housing units across the province. This important initiative, launched under the Programme d’habitation abordable Québec (PHAQ), demonstrates a clear commitment to addressing urgent housing needs in Quebec communities.

In this context, the Municipality is proud to highlight that Habitations de l’Outaouais Métropolitain (HOM) has been successful in securing funding to develop a 24-unit affordable housing complex in L’Isle-aux-Allumettes.

Proposed Location and Future Development

The new complex is planned for the future subdivision sector near Centennial, Rochon, and Front Streets, on a site identified in the preliminary urban development plan. This location not only supports the immediate housing project but also positions the Municipality to offer future serviced lots for residential development—excellent news for families and new residents seeking to establish themselves in our community.

 

Municipal Commitment

The Municipality has formally pledged its support for this project by donating 2 lots for the construction of this building, commitment to have water/sewer infrastructure made available in this area, and a possible tax credit for a number of years after construction.  The details of the municipal commitment are still being negotiated with the HOM.  Nonetheless, these commitments reflect council’s recognition of the critical housing shortage identified through the 2024–2025 municipal housing needs survey, which highlighted strong demand among seniors, families, and workers for secure and affordable housing.

Funding Application and Next Steps

To complete the necessary water/sewer infrastructure in the new subdivision sector, the Municipality has already submitted a funding application under the federal Canada Housing Infrastructure Fund (CHIF). While awaiting confirmation, the Municipality continues to actively explore complementary financing solutions to ensure the project advances without delay.

Habitations de l’Outaouais métropolitain is currently in the building design phase. The size of the units, the type of housing (number of bedrooms), and the exact rental amounts are not yet known. When this information becomes available in the coming months, the organization will invite the public to register on a list of interested parties via its website, www.homgatineau.com, and its Facebook page.

“Our council is fully committed to making this project a reality,” said Mayor Corey Spence. “Being one of only 11 municipalities selected across the entire province demonstrates how ready and capable we are to adapt quickly and deliver affordable housing solutions for our community.

This 24-unit development is about more than bricks and mortar—it’s about allowing seniors to remain in our community and live independently, supporting young families so they can thrive, and welcoming new residents whose presence will spark growth and create a ripple effect in our local economy.

While we are optimistic about federal support, we are also prepared to pursue other funding options to ensure the project moves forward without delay. With the subdivision plan now underway, we are equally excited about the additional opportunities to create serviced residential lots, paving the way for future growth and development in our municipality.”
